message from the Association We want to make it clear that the Association encourages all systems, members and non-members alike throughout Ohio to participate in the Ohio Warn program. The Association will do anything we can to support and facilitate that effort. Having said that there seem to have been some confusion concerning ORWA’s need to have an additional or parallel mutual aid agreement among its system members.
In the event of an emergency, resources will be allocated to the larger systems first. It is easy to understand (and rightfully so) how the needs of 50,000 people would supersede the needs of 1,000 people.
For this reason the smallest system are often the last to receive assistance. During recent natural disasters our counterparts in other states have witnessed this and have even been denied access to their own member systems for lack of a formal agreement for assistance.
We need to have the ability to provide and receive assistance not only in our state but as part of a developing nationwide National Rural Water assistance program.
As you can see this web page provides membership and other information in order to participate in the Ohio WARN program. In the near future the Association will have a collateral agreement prepared for its membership that would like to participate in an aid program that will assure assistance to smaller community systems
