Job Description Summary:

This position is responsible for operating the Water Treatment Plant during an assigned shift and producing adequate quantities of clean, safe potable water for the community.  This position will also assist with maintenance on an as needed basis or at the direction of the Water Treatment Plant Superintendent or Assistant Superintendent.  The plant is staffed by eight employees and is a 24-hours a day, seven day per week facility.  The incumbent also monitors numerous gages, charts and indicators and adjusts equipment to ensure the proper and efficient operation of the treatment plant. 

The incumbent will regularly consult with other plant operators and the plant supervisor about the treatment process.  The operator also takes emergency calls after working hours and dispatches crews to the scene.

Job Requirements:

Work involves the responsibility for testing and monitoring water and associated equipment, the adjustment of treatment processes to ensure conformance with applicable water quality standards, participating in the maintenance of equipment and facilities, and preparation of operating records and reports.

EXAMPLES OF ESSENTIAL DUTIES

SUPERVISION

Work is performed under the continuing supervision of a higher level water plant operator or plant supervisor. Employee is subject to exposure to various hazardous chemicals. Employee must be able to run water tests and make appropriate changes in chemical content, monitor water tank gauges, and work outdoors in extreme weather conditions. Work is reviewed for cleanliness, adherence to water quality standards and policies and procedures. Annual performance reviews completed by Chief Plant Operator.

TYPICAL QUALIFICATIONS

ESSENTIAL FUNCTIONS OF WORK (May not include all duties performed.)

Monitors and inspects plant and equipment to determine operating condition; checks levels and refills chlorine, fluoride, coagulant, lime, and other additives; ensures that chemical feeders are on-line; fills machines and carries out preventive maintenance; adjusts pumps and other equipment to meet operating requirements.

Monitors production, transmission, storage levels, system pressure, and treatment processes; checks water turbidity; makes adjustments to meet demand; maintains operating log; performs backwash on filters; collects samples from designated sources and performs routine and standardized tests for turbidity, pH, hardness, alkalinity, and chlorine; maintains daily records of test results.
Draws sludge from water tanks to prevent build-up; cleans assigned plant areas and equipment and assists in equipment maintenance, repair, and installation work; reports malfunctions of equipment.
Answers phone concerning water leaks, water quality, meters, and other routine and non-routine city problems and contacts proper department head to respond to complaint.
Prepares reports and other paperwork for the shift; averages daily results, documents the amount of chemicals used during the shift;
Assembles water meters and lead tags for the meter department.
Follows proper safety procedures.
Performs related work as required.

MINIMUM REQUIREMENTS OF WORK

Possession of a high school diploma and some experience related to water purification plant operation; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:
Some knowledge of the principles, practices, and methods related to water purification plant operation.
Some knowledge of the functions and servicing requirements of mechanical equipment and machinery.
Ability to read, interpret, and work from written and oral instructions governing operating procedures and laboratory routines.
Ability to learn the operation and maintenance requirements of plant pumping, treatment, and control equipment.
Ability to read meters, charts, and gauges accurately and to maintain required records.
Ability to perform standard arithmetic calculations quickly and accurately.
Ability to establish and maintain effective working relations with others and communicate effectively, verbally and in writing.
Ability to climb stairways and ladders and bend to take water samples.
Ability to visually detect problems.
Ability to perform water plant maintenance activities.
Ability to hoist 550 pound drums of fluoride onto scales with assistance of hand truck.
Ability to pull dolly with 550 pound plastic drum containing fluoride and phosphate.
Ability to mix chemicals, measure properly.
Ability to maintain mental alertness when reading, measuring, and treating water in compliance with standards.
Ability to work alone.
Ability to obtain laboratory certification.

NECESSARY SPECIAL REQUIREMENTS

Operator 1's must possess a Class 1 Operator's license from the State of Ohio to become eligible for the top pay in this classification.

Nature and Scope:

·        An Ohio Class III Water Supply License is preferred, but the ability to obtain a valid Ohio Class III, Water

Under the direct supervision of the Water Manager, this position is responsible for learning all operations of the environmental treatment facility. The successful candidate will operate in a trainee capacity until they become competent in assuming the responsibilities of a plant operator as demonstrated by their ability to learn and understand a wide variety of chemical and mechanical processes and related equipment; assume responsibility for correct operation, monitoring and recording activities and obtain the knowledge and understanding of the importance of feeding/application of chemicals.

Work is characterized by considerable hazards including, but not limited to: acid, gas, various chemicals and operation of mechanical equipment. The successful candidate will possess general knowledge of chemistry and mathematics along with knowledge of best safety practices in working with mechanical equipment and chemicals. Additionally, the successful candidate will possess the ability to understand and follow moderately complex oral and written instructions and diagrams. Requirements of this position include possession of a high-school diploma (or equivalent); supplemented by courses in chemistry and mathematics. The successful candidate must be willing to obtain operator certification within four (4) years from date of hire. Additionally, the successful candidate must be in good physical condition, possess good eyesight and hearing (corrective acceptable) and must not be colorblind nor be allergic to any chemicals1 used in the water treatment process. Candidates must also be able to lift fifty (50) pounds and climb 200 feet into elevated tanks, treatment process tanks, manholes etc. in order to inspect these items when necessary. Candidates must also possess and maintain a valid State of Ohio Driver’s License.

CITY OF LEBANON
ENVIRONMENTAL TECHNICIAN II

The City of Lebanon is accepting applications until 4:00 PM February 12, 2010 for a self-starting individual to fill the position of Environmental Technician II in the Wastewater Division. The successful candidate’s primary area of responsibility will be in the lab performing regulatory and process control testing. Duties will include collecting, testing and evaluation of test results to adjust the treatment process to maintain regulatory compliance. Some, but not all tests to be run, include CBOD, Ammonia, TSS, Fecal Coliform, pH, Dissolved Oxygen, settleometers and many other lab tests. The candidate will also be required to manage the lab to ensure that all reagents and test supplies are in stock and that all tests are completed on schedule. Other responsibilities will include operation and maintenance duties at the wastewater treatment plant. Cross-training in wastewater collection system, water treatment facilities and distribution system and storm water system will be available also. Basic computer skills are required. The successful candidate must be at least 18 years of age and possess excellent written and verbal communication skills. The candidate must possess a Class I OEPA operator certification or have at least five years experience in operating a wastewater treatment or environmental lab experience and have excellent written and verbal communications skills. An Ohio Class B Commercial Driver’s License with air break and tanker endorsements required within 6 months of hire. Candidates must be able to be on periodic standby status and report to work within 30 minutes of being paged. Hourly range is $13.00 - $18.00 DOQ. CHIEF TREATMENT PLANT OPERATOR

The City of Eaton (pop. 8133) is accepting resumes for the position of Chief Treatment Plant Operator. Position requires a current OEPA Class III Wastewater as well as a Class I Water Operator’s license. Position reports to the Superintendent of Public Works. Duties include oversight of the daily operation and maintenance of the City’s Class IV Activated Sludge Wastewater Treatment Plant (1.9 MGD) and two Iron and Manganese Removal Water Treatment Plants (3.2 MGD).

Pay range is $19.60 - $25.58 per hour DOQ, with excellent benefits. Position Description available upon request.
