OPERATIONS SUPERVISOR – REGIONAL PLANTS

WASTEWATER TREATMENT OPERATIONS 

Applications are being accepted for the position of Operations Supervisor – Regional Plants for the Delaware County wastewater treatment facilities.  This position is responsible for the management of the operation of regional wastewater facilities up to and including Class IV treatment works as assigned.

Qualifications for this position are:

·         Associates degree in chemistry, civil engineering, biology, environmental science or related field plus five (5) years work related experience or nine (9) years directly relevant work experience;

·         Must possess Ohio Wastewater Works Class IV Certificate OR have the ability to obtain a Class IV Certificate within two (2) years of employment;

·         Thorough knowledge of principles, practices and methods of wastewater treatment, biosolids hydraulics, chemistry and biology;

·         Thorough knowledge of OSHA safety practices and procedures;

·         Ability to communicate effectively, both orally and in writing;

·         Prepare reports on operating, physical, and financial status of treatment facilities;

·         Ability to organize and direct operations;

·         Ability to determine facts and draw valid conclusions;

·         Ability to define problems and initiate corrective action;

·         Thorough knowledge of federal and Ohio EPA regulations; and

·         Supervise and insure the efficient operation of wastewater treatment facilities;

·         Analyze and make necessary operational changes to insure efficient operation of the wastewater treatment facility;

·         Inspect and request necessary maintenance requirements for scheduling;

·         Review and make recommendations for additional process equipment; and

·         Supervise laboratory within the wastewater treatment facility.

NATURE OF WORK:
This is skilled work in the maintenance, inspection, and repair of water plant and distribution equipment.

     Work involves responsibility for ensuring the efficient mechanical and electrical operation of motors, pumps, meters, blowers, piping, and related apparatus at the water and distribution system.  Work is performed according to a regular, recurring schedule, with special assignments received from supervision.  Work requires public contact concerning complaints and the meeting of the public with tact and courtesy.  Duties require an understanding and application of basic plumbing and electrical principles.  Supervision may be exercised over lower-level mechanics.  Assigned facilities are inspected periodically by supervision for adherence to prescribed standards and for proper operational condition.

         A valid State of Ohio Driver’s License is required.

         Must have the ability to: Must have experience with computerized systems (i.e. MS Word, Excel, Access, Outlook; work management systems, commonly-used engineering software applications, etc.).
·
         Seven (7) years of full-time paid experience progressively responsible experience in the management or supervision in a water system organization is required, two (2) years of which must be supervisory in nature. 
·
         Practical knowledge of the operations and maintenance of a water distribution system, including associated facilities and equipment, maintenance and repair processes, procedures, materials, equipment, and technologies. 
·
         Ability to evaluate system maintenance priorities and recommend long-term maintenance plans is required. 
·
         Must have experience in the identification, analysis, and resolution of field maintenance problems.

·         Preferences:  An OEPA Class III Water Supply License or better; Master’s Degree in Engineering, Business/Public Administration or related field; contract administration experience.    SUBSTITUTION:  One (1) year of relevant experience may substitute for each year of college education lacking.

The Tuscarawas County Metropolitan Sewer District is seeking to employ a Licensed Wastewater Plant Operator

Job requirements for the wastewater operator include holding a valid wastewater treatment Class 2 license in the State of Ohio, an Ohio Class A CDL or obtain a Class A CDL within 180 days of beginning work, have basic working knowledge of safety regulations and have the following additional experience and qualifications.  Experience with extended aeration activated sludge wastewater treatment; aerobic digestion; operation of submersible and dry pit centrifugal pumps; 503 sludge regulations; analytical tests required for wastewater and bio-solids; and pump controls. The successful candidate needs knowledge of USEPA and OEPA regulations governing sewage treatment and demonstrated experience as a licensed operator.

Current beginning Plant Operator pay is $16.29 per hour for the probationary period then $17.20 per hour, with overtime paid at 1.5 times the regular pay rate.

Upon offer and acceptance of employment, the applicant is required to take an employment medical examination, drug screening test, is fitted and able to wear respiratory masks, and take the Hepatitis B series and tetanus vaccinations.  Employees holding a valid CDL are subject to all alcohol and controlled substances testing as required by law.
