OPERATIONS SUPERVISOR – REGIONAL PLANTS

WASTEWATER TREATMENT OPERATIONS 

Applications are being accepted for the position of Operations Supervisor – Regional Plants for the Delaware County wastewater treatment facilities.  This position is responsible for the management of the operation of regional wastewater facilities up to and including Class IV treatment works as assigned.

Qualifications for this position are:

·         Associates degree in chemistry, civil engineering, biology, environmental science or related field plus five (5) years work related experience or nine (9) years directly relevant work experience;

·         Must possess Ohio Wastewater Works Class IV Certificate OR have the ability to obtain a Class IV Certificate within two (2) years of employment;

·         Thorough knowledge of principles, practices and methods of wastewater treatment, biosolids hydraulics, chemistry and biology;

·         Thorough knowledge of OSHA safety practices and procedures;

·         Ability to communicate effectively, both orally and in writing;

NATURE OF WORK:
This is skilled work in the maintenance, inspection, and repair of water plant and distribution equipment.

     Work involves responsibility for ensuring the efficient mechanical and electrical operation of motors, pumps, meters, blowers, piping, and related apparatus at the water and distribution system.  Work is performed according to a regular, recurring schedule, with special assignments received from supervision.  Work requires public contact concerning complaints and the meeting of the public with tact and courtesy.  Duties require an understanding and application of basic plumbing and electrical principles.  Supervision may be exercised over lower-level mechanics.  Assigned facilities are inspected periodically by supervision for adherence to prescribed standards and for proper operational condition.

DIVISION OF WATER CHIEF OF DISTRIBUTION

The Division of Water’s Distribution and Maintenance Section is currently identifying potential applicants for an upcoming position: Chief of Distribution in the Field Operations section. This individual will assume an important responsibility in managing one or more major facets of the Division of Water’s Distribution System. Major facets include, but are not limited to pipe repair, meter repair, hydraulics, inspections, trades and dispatch operations. This position offers the opportunity to expand on your technical experience to complete complex task.

The Cleveland Division of Water is a municipal water utility operating under the City of Cleveland’s Department of Public Utilities. With a 640-square-mile service area that encompasses more than 1.5 million people throughout the City of Cleveland and 72 neighboring suburbs, the Division of Water is the largest water system in Ohio and among the ten largest in the United States.

The ideal candidate should possess excellent communication skills to establish and maintain effective working relationships with public and private officials, contractors, customers, peers, and subordinates.  Use your business acumen to plan, develop and implement strategies, programs, policies, and procedures relating to area of responsibility.

Typical Task:

Primary responsibilities include, but are not limited to:
l        Overseeing the development of cost-effective preventative maintenance, inspection and rehabilitation plans, production schedules and related work, methods, policies and procedures.
l        Investigating consumer complaints concerning water maintenance operations.
l        Establishing and documenting standard operating procedures.
l        Evaluating and establishing efficient inventory control systems.
l        Preparing budget estimates and making recommendations in conjunction with the annual budget process.
l        Meeting with representatives of various suppliers for the purpose of evaluating products and services.
l        Coordinating utility maintenance activities with external public works agencies and projects as necessary.

MINIMUM QUALIFICATIONS
·         A Bachelor’s Degree in Engineering, Business/Public Administration or related field from an accredited college or university is required. 
·         Must possess a valid Ohio EPA License to operate a Class II Water Distribution system or obtain such license within 24 months of placement in classification.
·         A valid State of Ohio Driver’s License is required. 
·         Must have the ability to: Must have experience with computerized systems (i.e. MS Word, Excel, Access, Outlook; work management systems, commonly-used engineering software applications, etc.).
·         Seven (7) years of full-time paid experience progressively responsible experience in the management or supervision in a water system organization is required, two (2) years of which must be supervisory in nature. 
·         Practical knowledge of the operations and maintenance of a water distribution system, including associated facilities and equipment, maintenance and repair processes, procedures, materials, equipment, and technologies. 
·         Ability to evaluate system maintenance priorities and recommend long-term maintenance plans is required. 
·         Must have experience in the identification, analysis, and resolution of field maintenance problems.

PREFERENCES

·         Preferences:  An OEPA Class III Water Supply License or better; Master’s Degree in Engineering, Business/Public Administration or related field; contract administration experience.    SUBSTITUTION:  One (1) year of relevant experience may substitute for each year of college education lacking.
